We have granted leave to appeal in this cause to review a judgment of the Appellate Court finding that a certain rule promulgated by the Illinois Liquor Control Commission was a reasonable and valid exercise of the commissions statutory rule-making authority. (Shoot v. Illinois Liquor Control Com. 39 Ill. App.2d 431.) In so doing, the Appellate Court reversed an earlier judgment of the superior court of Cook County which found the rule to be unreasonable, arbitrary and unjust.
